EXECUTIVE ORDER 19 Series of 2017

 

 

ORGANIZATION OF MASA MASID STEERING COMMITTEE AND TECHNICAL WORKING GROUP (SOCIAL FACILITATORS)

 

 

            WHEREAS, Republic Act 9165, also known as the “Comprehensive Dangerous drugs Act of 2002” protects the state and its individuals from the possible harms brought about by the abuse of illegal drug substances. It also has provisions supporting the unrelenting campaign against trafficking and use of illegal drugs through and effective enforcement of anti-drug policies, programs and projects;

 

WHEREAS, The Local Code of 1991 also has provisions that encouraged multi-sectoral participation in particular, Section 3(1) which states that “The participation if the private sector in local governance, particularly in the delivery of basic services, shall be encouraged to ensure the viability of local autonomy as an alternative strategy for sustainable development and in Section 35, which states that “Local Government Units may enter into a joint ventures and such other cooperative arrangements with people’s and non-governmental organizations to engage in the delivery of certain basic services, capability building”;

 

WHEREAS, in line with the priorities of the current administration to rid the country of illegal drugs, criminality and corruption, Memorandum Circular 2016-116 entitled “Implementation of MASA MASID (Mamamayang Ayaw sa Anomalya, Mamamayang Ayaw sa Iligal na Droga) Program” was signed on September 2, 2016 which encourages the involvement of the community through a multi-sectoral and mass based approach to ensure an effective and efficient implementation of the program;

 

WHEREAS, the MASA MASID promotes community involvement to contribute in addressing problems on corruption, illegal drugs, criminality, violent extremism and other threats to peace and security down to its sources.  It is geared towards achieving improved governance starting at the local level and decreased crime activities, thus helping in the realization of the mandate of the Department to promote peace and order, ensure public safety and improve the performance of the LGUs in upholding good governance;

 

NOW THEREFORE, I, CIELO KRISEL LAGMAN-LUISTRO, City Mayor of Tabaco City, Albay, by virtue of the powers vested in me by law, do hereby ordain the following:

 

Section 1.  Organization of MASA MASID STEERING COMMITTEE. The composition shall be the following:

 

Chairman Local Chief Executive City Mayor Cielo Krisel Lagman-Luistro
Members DILG Field Officer Engr. Renato c. Bolon
Chief of Police PSUPT. Vincent Araojo
Rep. from Faith Based Organization (FBO) Pstr. Rene Casquejo

 

            Section 2. Duties and Responsibilities.  The members of MASA MASID Steering Committee shall perform the following:

 

  1. Oversee the implementation of the project;
  2. Mobilize the support of the LGU and key stakeholders; and
  3. Monitor the implementation of the project

 

Section 3. Organization of the MASA MASID Technical Working Group (Social Facilitator).  The members of the Technical Working Group shall be the following:

Section 4.  Responsibilities.  The duties and functions of the TWG are the following:

 

  1. Establish the MASA MASID modes of reporting in the City level, and put in place an effective reporting mechanism to ensure that reports are properly acted upon;
  2. Consolidate reports coursed through the modes of reporting, validate submitted reports and refer to concerned agencies if needed;
  3. Organize and mobilize MMTs;
  4. Organize and mobilize MASA MASID Volunteers (MMVs);
  5. Ensure the effective implementation of MASA MASID activities; and
  6. Provide effective and regular monitoring and evaluation mechanism

 

Section 5.  EFFECTIVITY.  This order shall take effect immediately.
