EXECUTIVE ORDER NO. 03 SERIES 2017

 

ORGANIZATION OF AN EXPANDED UBAS (UGNAYAN NG BARANGAY AT SIMBAHAN) TECHNICAL WORKING GROUP

 

WHEREAS, Republic Act 9165 known as the “Comprehensive Dangerous Drugs Act of 2002” protects the state and its individuals for the possible harms brought about by the abuse of illegal drug substances. It also has provisions supporting the unrelenting campaign against trafficking and use of illegal drugs through and effective enforcement of anti-illegal drug policies, programs, and projects;

 

WHEREAS, The Local Government Code of 1991 also has provisions that encourages multi-sectoral participation in particular, Section 3(1) which states that “The participation of the private sector in local governance , particularly, in the delivery of basic services, shall be encouraged to ensure the viability of local autonomy as an alternative strategy for sustainable development and in Section 35, which states that “Local Government Units may enter into a joint venture and such other cooperative arrangements with people’s and non-governmental organizations to engage in the delivery of certain basic services, capability-building”;

 

WHEREAS, to support the president’s pronouncement to suppress criminality and corruption, by creating “umbrella organization” to consolidate the efforts of all barangay-based institutions against issues on illegal drugs with the issuance of DILG MC No. 2016-116 dated September 2, 2016 which aim is to encourage people’s participation, to spark the spirit of volunteerism thus eventually, be institutionalized;

 

NOW THEREFORE, I, CIELO KRISEL LAGMAN-LUISTRO, City Mayor of Tabaco City, by virtue of the powers vested in me by law, do hereby ordain the following:

 

Section 1. Organization of an expanded UBAS (Ugnayan ng Barangay at Simbahan)

 

Technical Working Group. The expanded UBAS TWG shall be composed of the following:

Members             PSSUPT. Vincent Camero      Chief of Police, TCPS

Hon. Preciocisima Tanggo     LnB President

Rev. Father Re Arjona           Representative, Faith based Org.

Brgy. Capt. Arnulfo Onrubia   CADAC Member

Section 2. Duties and Responsibilities. The expanded UBAS TWG shall have the following functions:

  1. Convene and mobilize the MASA MASID team;
  2. Provide appropriate technical and administrative assistance to the program, and;
  3. Implement a systematic monitoring and reporting mechanism.

Section 3. Institutional Arrangements. Individual members of expanded UBAS TWG shall:

  1. DILG City/ Municipal Field Offices as Chair of the UBAS TWG

1.1 Spearhead the organization and mobilization of the expanded UBAS C/M TWG and MMT;

1.2 Conduct orientation/training of the MMTS;

1.3 Maintain a registry of the MMTs; and

1.4 Oversee the implementation of the MASA MASID Program within their jurisdiction and ensure its successful implementation;

  1. City/Municipal Anti-Drug Abuse Council (CADAC) Representative

2.1 Work closely with the DILG City/Municipal Filed Office of the implementation of MASA MASID Program;

2.2 Provide technical and administrative support; and

2.3 Act as secretariat.

  1. The Liga ng mga Barangay

3.1 Assist in the organization and orientation of the MASA MASID team;

3.2 Collaborate with the MMTs in the implementation of MASA MASID;

3.3 Assist in coordinating with the partner organization for the provision of aftercare and livelihood program for the RSSs; and

3.4 Conduct advocacy and information campaigns against illegal drug within their jurisdiction

  1. The members of the Faith-Based and Inter-faith Organization

4.1 Assist in organizing and orienting the MMTs;

4.2 Mobilize the support of faith-based organizations;

4.3 Spearhead the advocacy and education campaign in the community;

4.4 Assist in the implementation of Community-Based Rehabilitation Program; and

4.5 Assist in the implementation of Community-Based reintegration of the Recovering Drug Dependents back to the communities.

  1. The Local PNP

5.1 Assist in the organization and in capacitating the MASA MASID Teams;

5.2 Provide Technical assistance; and

5.3 Assess the reports submitted by the MMTs and take necessary actions.

Section 3. EFFECTIVITY. This order shall take effect immediately.
