City Ordinance No. 024- 2017

AN ORDINANCE PROVIDING CASH INCENTIVES TO ALL BARANGAY VOLUNTEERS WHO OPTED TO RETIRE AT THE AGE OF SIXTY (60) AND ABOVE AND RENDERED AT LEAST TEN (10) YEARS OF SERVICE.

 

 

WHEREAS, Barangay Volunteers are the ones at the frontline in providing crucial social services to the Tabaqueños;

 

WHEREAS, they are the first individuals exposed to risks associated with the maintenance and promotion of public health, peace and order and disaster management;

 

WHEREAS, despite the hazard they face and the inevitable rise in the cost of living, they remained true and committed in providing excellent and upright services to the public;

 

NOW, THEREFORE on motion of Hon. Borejon, duly seconded and subsequently approved by the body

 

BE IT ORDAINED, by the Sangguniang Panlungsod of Tabaco City in regular session assembled, that:

Section 1. TITLE. – For brevity, this ordinance shall be known as the “Barangay Volunteers Cash Incentive Ordinance”.

 

Section 2. COVERAGE. – This Ordinance covers all barangay volunteer workers

 

 

Section 3. DEFINITION. –

  1. Barangay volunteer worker refer to individuals who have undergone basic training courses conducted by accredited government agencies or non-government organizations (NGOs) and who voluntarily render primary social services in the barangays of Tabaco City. They include, among others, the barangay health workers (BHWs), child development workers, barangay nutrition scholars (BNS), community rehabilitation workers (CRWs) and barangay tanods as well as other barangay volunteer workers duly organized in the city’s forty seven (47) barangays.

 

  1. Ten (10) years of service means that the barangay volunteers rendered years of cumulative or consecutive service even in the different positions for as long as these positions are recognized by the city government.

 

Section 4. CASH INCENTIVE. –  Cash Incentive in the amount of One Thousand Pesos (₱ 1,000.00) for every year of service shall be granted to a barangay volunteer worker, who

  • Has reached at least the age of sixty (60)
  • Has rendered no less than ten (10) years of service in the barangay and
  • Has opted to retire

 

A Barangay volunteer who has not fully complied with the prerequisite stated in the previous paragraph shall not be entitled to the said cash incentive.

 

Section 5. AVAILMENT. – Concerned offices supervising the various barangay volunteer workers shall be in charged in implementing the provisions stated in this ordinance.

 

They shall secure the necessary documents that will establish the validity of any person in claiming the incentive provided in this ordinance, as well as, prepare the needed vouchers and other documentary requirements for releases of such incentive.

Section 6. FUNDING. – The needed amount to be disbursed in connection with the benefit ordained in this ordinance shall be charged against the Barangay Support Fund under the Special Purpose Appropriation of the Annual Budget effective year 2018.

 

Section 7. NON-RETROACTIVITY. – This Ordinance is non-retroactive. Former barangay volunteer workers who met the qualifications but retired before the enactment of this ordinance shall not be covered and shall not be entitled to the aforementioned cash incentive.

 

Section 8. REPEALING CLAUSE. – Any or all ordinances, rules and regulations, or provisions thereof which are inconsistent or in conflict with the provision of this ordinance are hereby repealed of modified accordingly.

 

Section 9. EFFECTIVITY CLAUSE. – This ordinance shall take effect upon approval.
