AN ORDINANCE GIVING HONOR AND TRIBUTE TO THE WORLD WAR II VETERANS OF TABACO CITY BY MANDATING THE RAISING OF THE PHILIPPINE FLAG AT HALF MAST AT THE CITY HALL AND OTHER CITY GOVERNMENT BUILDINGS DURING THE WAKE OF A DECEASED MEMBER THEREOF, GRANTING HIS FAMILY THE AMOUNT OF TEN THOUSAND PESOS (₱ 10,000.00) AS BURIAL ASSISTANCE, AND DECLARING APRIL 8 OF EVERY YEAR AS TABCAO CITY WAR VETERANS’ DAY.
Be it ordained by the Sangguniang Panlungsod of Tabaco City in regular session assembled, that:
SECTION 1. TITLE – This Ordinance shall be known as the “ORDINANCE HONORING AND GIVING TRIBUTE TO THE WAR VETERANS OF TABACO CITY”.
SECTION 2. PURPOSE – The Purpose of this Ordinance is to honor and give tribute to the Tabaqueno War Veterans in recognition of the heroism and sacrifice they have so unselfishly offered for the freedom, sovereignty and glory of our nation.
SECTION 3. DEFINITION OF TERMS – As used in this ordinance, the following terms shall mean:
- Tabaqueno War Veterans or War Veterans of Tabaco City – refers to war veterans who possess the following qualification:
- Member in good standing of the City post, Veterans Federation of the Philippines, as certified to by the Post Commander and attested by the District Commander, Veterans Federations of the Philippines (VFP) -Tabaco City;
- Resident of Tabaco City for at least five (5) consecutive years as certified to by the Punong Barangay of the place where he resides.
SECTION 4. To honor and give tribute to the War Veterans of Tabaco City, it is hereby mandated that during the wake of a deceased Tabaqueno War Veteran, the Philippine Flag at the City Hall and other City Government buildings be raised at half-mast. For this purpose, the Veterans Federations of the Philippines (VFP), Tabaco City, is hereby enjoined to immediately inform the City Government of Tabaco in the event of the passing away of any of its members.
SECTION 5. As an expression of the City’s gratitude to the War Veterans of Tabaco City, it is hereby granted the amount of Ten Thousand Pesos (₱ 10,000.00) as burial assistance to assist the family of a deceased Tabaqueno War veteran afford a decent burial to theses war heroes. This amount shall be immediately paid by the City Treasurer’s Office to the family of the deceased Tabaqueno War veteran upon presentation of the Death Certificate and the certifications required under Section 3 of this Ordinance.
SECTION 6. To keep alive in the minds and hearts of every Tabaqueno and to instill upon our youth the emulation of the patriotism and selfless dedication displayed by our veterans during the fateful war, it is hereby declared the 8th of April of every year as the Tabaco City Veterans Day and shall henceforth be celebrated especially for this purpose.
SECTION 7. FUNDING AND APPROPRIATION – To ensure the availability of funds necessary to carry out the intent and purposes of this Ordinance, the amount of One Hundred Thousand Pesos (₱ 100,000.00) is hereby appropriated charged against City Affairs Budget under Non-Office.
Beginning the year 2018 and every year thereafter, the amount of Two Hundred Thousand Pesos (₱ 200,000.00) shall automatically be included in the Annual Appropriations of the City to carry out the intent and purposes of this Ordinance. In the event that the allocated amount has already been exhausted before the end of any given year, an amount necessary to cover the obligations under Section 5 of this Ordinance shall automatically be appropriated for this purpose.
SECTION 8. EFFECTIVITY – This Ordinance shall take effect upon approval.
