CREATING THE CITY PROJECT MONITORING COMMITTEE (CPMC) OF TABACO CITY DEFINING ITS DUTIES AND FUNCTION AND FOR THE PURPOSE.
WHEREAS, Executive Order No. 376 series of 1989, as amended by Executive Order No. 93 s. 1993 which established the Regional Project Monitoring and Evaluation System (RPMES), to facilitate project implementation, facilitation, project solving, monitoring and evaluation of foreign, national and locally funded projects;
WHEREAS, DILG Memorandum Circular No. 2004-78 dated June 22, 2004 provides for the reorganization/reactivation of Project Monitoring Committee (PMC) in the Local Government Units (LGUs);
WHEREAS, The City Project Monitoring Committee (CPMC) shall be primarily responsible in monitoring project implementation at the local level to include: (1) foreign and nationally funded projects including development projects funded from the Internal Revenue Allotment (IRA) share of LGUs or supported by funds released directly to the province or City and, (2) projects funded from locally-generated resources which are implemented within the City.
NOW THEREFORE, I, CIELO KRISEL LAGMAN-LUISTRO, City Mayor of Tabaco City by virtue of the power vested in me by law, do hereby ordain the following:
SECTION 1. REORGANIZING AND COMPOSITION OF THE CITY PROJECT MONITORING COMMITTEE (CPMC). The city Project Monitoring Committee is hereby reorganized/reactivated and shall be composed of the following.
Chairman :Hon Danilo Bogñalbal – Punong Barangay
Members :Marilyn Bonavente – CLGOO
Glenda Vader – NGO Representative
Ma. Concepcion de los Reyes – NGO Representative
Hon. Romeo Boris – Punong Barangay
Hon. Asuncion Rañola – Punong Barangay
Hon. Josefa Cestina – Punong Barangay
Secretariat :Engr. Noel Bonaobra – OIC- CPDO
SECTION 2. FUNCTION. The City Project Monitoring Committee shall be responsible in monitoring the implementation of the following projects:
- Foreign and nationally-funded projects including development projects funded from the Internal Revenue Allotment (IRA) share of LGUs supported by funds which were directly released to the City.
- Projects funded from locally generated resources which are implemented within the territorial jurisdiction of the City.
SECTION 3. FUNDING. The City shall allocate funds and resources to undertake monitoring and evaluating activities of the Local PMC.
SECTION 4. MEETING. To effectively monitor the performance of its duties and functions, the PMC shall conduct meetings at least once every quarter or as often as necessary to facilitate issues and concerns on project implementation.
SECTION 5. SUBMISSION OF REPORTS. The CPMC should submit to the concerned Local Development Council (LDC) the following:
- Quarterly reports of the monitoring activities it has conducted during the period;
- Minutes of the meeting; and
- Quarterly Status Report on PMC Functionality
The committee thru its secretariat must furnish the LGOO (DILG) assigned in the City and NEDA R.O.5, Legazpi City with copies of the above reports and minutes of the meeting.
SECTION 6. EFECTIVITY. This order shall take effect immediately.
