EXECUTIVE ORDER NO. 05 SERIES OF 2016

AN EXECUTIVE ORDER ORGANIZING THE INTEGRATED COMMUNITY FOOD PRODUCTION (ICFP) TEA IN THE CITY OF TABACO FOR THE PURPOSE OF IMPLEMENTING THE ICFP AS A HUNGER MITIGATION PROGRAM UNDER THE BOTTOM-UP BUDGETING FOR 2016.

WHEREAS, Section 6.2.8 of the DBM-DILG-DSWD-NAPC Joint Memorandum Circular No. 4 dated November 26, 2013, on the policy guidelines and procedures in the implementation of the Grassroots Participatory Budgeting Process (otherwise known as the Bottom-Up Budgeting) for the FY 2015 Budget Preparation, and Section 4.2.2 of Joint Memorandum Circular Number 6 titled Policy Guidelines and Procedures in the Implementation of the Bottom-Up Budgeting Program for FY 2015, the National Anti-Poverty Commission hereby provides the rules and guidelines in implementing the Integrated Community Food Production (ICFP), as one of the Hunger Mitigation and Elimination Programs for GPB 2015.

WHEREAS, in conjunction with such provisions above, the City of Tabaco included in their Local Poverty Reduction Plan (LPRAP) a proposal on ICFP;

WHEREAS, in order to smoothly implement the project, there is a need to create the ICFP Team, which carries with it, its major function to implement the ICFP based on the guidelines of the National Anti-Poverty Commission (NAPC);

NOW THEREFORE, by virtue of the powers vested upon me under Section 455 (b), (2), (iii) by Republic Act 7160, I, CIELO KRISEL LAGMAN-LUISTRO, CITY MAYOR OF TABACO do hereby order the following:

SECTION 1. Composition – The members of the ICFP Team shall be the following:

Section 2. Function of the ICFP Team – Implement the ICFP based on the guidelines of the National Anti-Poverty Commission (NAPC).

Section 3. Repealing Clause.  All local orders, directives and issuances or parts thereof which are inconsistent with this order are repealed and modified accordingly.
