AN EXECUTIVE ORDER RECONSTITUTING THE TABACO CITY DISASTER RISK

REDUCTION AND MANAGEMENT COUNCIL (TCDRRMC)

WHEREAS, Republic Act 10121 or otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010, provides for the organization and reconstitution of the Local Disaster Risk Reduction and Management Council;

WHEREAS, one of the policies of this act is to develop, promote and implement on comprehensive National Disaster Risk Reduction and Management Plan (NDRRMP) that aims to strengthen the capacity of the National Government and Local Government Units (LGUs) together with partner stakeholder, to build the disaster resilience of communities and to institutionalize arrangement and measure for reducing disaster risk, including projected climate risk, and enhancing disaster preparedness and response capabilities at all level;

WHEREAS, pursuant to this law, it is imperative to institutionalize the policies, structures, coordination mechanism and programs of the Council with continuing budget appropriation on disaster risk reduction from national down local levels towards building a disaster-resilient nation and communities;

WHEREFORE, by virtue of the power vested upon me by law, I, CIELO KRISEL LAGMAN-LUISTRO, City Mayor of Tabaco, do hereby reconstitute the Tabaco City Disaster Risk reduction and Management Council (TCDRRMC) and do order the following.

1. FUNCTIONS

1. Approve, monitor and evaluate the implementation of the Local Disaster Risk Reduction and Management Plans (LDRRMP) and regularly review and test the plan consistent with other national and local planning program;
2. Ensure the Integration of disaster risk reduction and climate change adaptation into local government plans, programs and budget as strategy in sustainable development and poverty reduction; recommend the utilization of the Local Risk Reduction Fund;
3. Recommend the implementation of forced or preemptive evacuation of local residents living in disaster prone areas, if necessary
4. Propose appropriate legislation to the Local Sanggunian; and
5. Convene the local council once for every three (3) months or as necessary.

• EFFECTIVITY

This Executive order shall take effect immediately.
