EXECUTIVE ORDER NO. 035 S. 2016

 

AN EXECUTIVE ORDER CREATING THE LOCAL COMMITTEE ON ANTI-TRAFFICKING AND VIOLENCE AGAINST WOMEN AND THEIR CHILDREN (LCAT-VAWC) OF TABACO CITY, ALBAY

 

          WHEREAS, pursuant to the Joint Memo-Circular No. 2010-01 of the Department of interior and Local Government (DILG), the Department of Social Welfare and Development (DSWD) and the Department of Justice (DOJ) on providing stronger mandates and direction in furtherance of R.A. 9208 and R.A. 9262.

 

WHEREAS, per RA 6208, it declares that the state shall give highest priority to the enactment of measures and development programs that will promote human dignity, protect the people from violence and exploitation, eliminate trafficking in persons, mitigate pressures for involuntary migration and servitude of persons to ensure their recovery rehabilitation and reintegration.

 

WHEREAS, per RA 9262, it underscores the commitment of the state on safeguarding the dignity of women and children while guaranteeing full respect of their human rights and to protect them from violence and threats to their personal safety and security.

 

WHEREAS, all Local Chief Executive are enjoined to create/organized the Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC) in their respective areas of Jurisdiction and take the lead in the implementation of the above-said program.

 

NOW THEREFORE, I, CIELO KRISEL LAGMAN-LUISTRO, City Mayor of Tabaco City, by virtue of the powers vested in me by law, do order:

 

SECTION 1. CREATION.  The Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC) of Tabaco City is hereby created.

 

SECTION 2. COMPOSITION. The Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC) of Tabaco City shall be composed of the following:

 

Chairperson  :   Hon. Cielo Krisel Lagman-Luistro       –         City Mayor

Members       :   Cristina K. Bonagua                           –         CSWDO

Dr. Audwin C. Azada                           –         CHO

Hon. Sheina Marie Onrubia                 –        SB, Committee on Women Children & Family Affairs

Danilo S. Berces                                –         PESO Representative

Atty. Vincent Bermas                         –         City Prosecutor

Marilyn Bonavente                             –         CLGOO

P/Supt. Allan Ramos                          –         PNP-COP

Glenda Vader                                   –        Representative of Women’s Group

Gemma Borlagdatan                            –        Representative of Persons with Disability Group

 

SECTION 3.  DUTIES and FUNCTIONS.  The Functions of the City Committee on Anti-Trafficking and VAWC.

 

  1. Institute policies and programs to protect women and children who are victims of trafficking and violence (Formulate local ordinances and resolutions).
  2. Create and establish system of surveillance, investigation and rescue to ensure effective and efficient coordination.
  3. Undertake information, education and advocacy campaign against trafficking in persons and VAWC.
  4. Monitor and oversee the strict implementation of RA 9208, RA 9262 and other related laws for the protection of women and children and of the I-ACAT and IAC-VAWC national plans of action.

 

In addition to the above-mentioned functions the City Committee shall implement the program and activities as stated in the National plan of action.

 

SECTION 4. EFFECTIVITY. This Executive Order shall take effect immediately.
