City Ordinance No. 034-2017

AN ORDINANCE GRANTING A THREE HUNDRED PESOS (₱ 300.00) INCREASE IN SUBSIDY/HONORARIUM TO ALL QUALIFIED BARANGAY HEALTH WORKERS (BHWs) AND A TWO HUNDRED PESOS (₱ 200.00) INCREASE IN THE SUBSIDY/HONORARIUM TO THE QUALIFIED  BARANGAY TANODS IN THE CITY OF TABACO.

WHEREAS, the Federation of Barangay Health Workers (BHWs) in the City of Tabaco has adopted a Resolution No. ICY-2017 requesting the City Mayor and the Sangguniang Panlungsod (SP) for an additional Honorarium worth three hundred pesos (₱ 300.00) per month to all registered and accredited BHWs /CHWs in the City;

WHEREAS, the Sangguniang Panlungsod (SP) passed Sanggunian Internal Resolution No. 010-2016 which endorsed to the City Mayor an earlier request of the Barangay Health Workers (BHWs) for the increase of their monthly subsidy;

WHEREAS, the Sangguniang Panlungsod (SP) passed Sanggunian Internal Resolution No. 044-2014 which requested the City Mayor to increase the subsidy of Barangay Police from six hundred pesos (₱ 600.00) to one thousand pesos (₱ 1,000.00) per month;

NOW THEREFORE, BE IT ORDAINED by the Sangguniang Panlungsod of Tabaco City, in regular session duly assembled that:

SECTION 1. It shall be the policy of the City Government of Tabaco to protect and promote the rights and welfare of barangay volunteer workers to enhance their capabilities to be effective as well as efficient partners in community development in addition to the furtherance of their privileges provided for by existing laws and local ordinances.

SECTION 2. HONORARIUM INCREASE. A Three Hundred Pesos (₱ 300.00) increase in subsidy/honorarium is hereby granted to Barangay Health Workers (BHWs), a Two Hundred Pesos (₱ 200.00) increase in the honorarium/subsidy for Barangay Tanods in the City’s forty-seven (47) barangays.

SECTION 2. APPROPRIATIONS. The amount herein required shall be charged against the FY 2018 budget for Special Purpose Appropriation for Program and Projects for Essential Community Services. Such amount as may further be needed shall be given priority appropriation, and henceforth, the necessary amount shall be integrated in the yearly budgetary allocation for Special Purpose Appropriation for Programs and Projects for Essential Community Services.

SECTION 21.   EFFECTIVITY. The honorarium herein granted shall become effective starting the first day of January FY 2018 and shall be incorporated into subsequent Annual Appropriations Budget and Annual Investment Plan (AIP) of the City of Tabaco.
