City Ordinance No. 027- 2017

AN ORDINANCE INSTITUTIONALIZING SALUDO TABAQUEÑO FOR TEACHERS, A SEARCH FOR OUTSTANDING TEACHERS IN THE CITY OF TABACO AND PROVIDING FUNDS THEREOF.

 

EXPLANATORY NOTE

The Local Government Code of 1991 recognizes the indispensable role of teachers in the improvement and development of each local government particularly in addressing the educational needs and values formation of young children and all generations yet to come. The teachers are instrumental to the development of every child and their role to the community building is paramount.

Thus, it is just fitting that the City Government of Tabaco shall accord due respect and recognition of the role of dedicated, devoted and committed teachers of the city to whom the educational growth and development of our children depend on. Hence, the passage of this ordinance shall give the utmost recognition to the contributions of our teachers in achieving a holistic community development.

BE IT ENACTED, by the Sangguniang Panlungsod of Tabaco City in regular session assembled, that:

 

SECTION 1. SHORT TITLE. This Ordinance shall be known as “SALUDO TABAQUEÑO FOR TEACHERS ORDINANCE’’.

 

SECTION 2. STATEMENT OF OBJECTIVESThe City of Tabaco recognizes the indispensable role of every teacher in the promotion of educational growth and values formation of children and young generations. There is a need to continuously encourage each and every teacher to effectively perform their holistic role in all areas of community-building. The city, in order to instill greater inspiration and motivation for exemplary practices and efficiency among teachers, both in the public and private institutions, within its territorial jurisdiction, it is best to adopt a policy that grant awards of appreciation and citations of commendation  to the outstanding performances of teachers.

Specifically, this Ordinance aims: (a) to empower teachers; (b) to propagate the spirit and value of volunteerism and community development among the teachers of the city; (c) to duly recognize the indispensable contributions of teachers to the development of Tabaco City; (d) provide positive influence and examples of excellence in the field of teaching for other educators not only in the city but even in the whole Bicol Region to be able to improve the value of education; and (e) to stimulate inspiration among the young professionals to emulate the role of teachers they are playing as a vital cog of community-building

 

SECTION 3. SCOPE OF THE AWARDS. The awardees shall come from elementary and secondary schools/learning centers in Tabaco City holding a position of Special Education Teacher, Teacher 1, Teacher 2, Teacher 3, Master Teacher I and Master Teacher II.

 

SECTION 4.  AWARDS, CITATIONS AND CASH PRIZES. The City Government of Tabaco shall give awards or citations to the Five (5) Semi-Finalists, Five (5) Finalists and Five (5) Outstanding Teachers of Tabaco. They shall receive Citation of Commendation and the following cash prizes:

  1. Five (5) Outstanding Teachers shall receive Twenty Thousand Pesos (₱ 20,000.00) each;
  2. Five (5) Finalists shall receive Five Thousand Pesos (₱ 5,000.00) each;
  3. Five (5) Semi-Finalists shall receive Three Thousand Pesos (₱ 3,000.00) each.

 

Awarding shall be held during the Teacher’s Night in the Month of December of every year.

 

SECTION 5. CREATION OF THE SELECTION COMMITTEE. There is hereby created a Selection Committee (SC) which shall be composed of the following:

  1. The City Local Chief Executive (LCE) as the Chairperson;
  2. The Schools Division Superintendent as Vice-Chairperson;
  3. The Chairman Sanggunian Panlungsod (SP) Committee on Education as Vice-Chairperson; and
  4. Technical Working Group (TWG) as Secretariat

 

The Selection Committee (SC) shall screen all the documents submitted of every nominee to ensure that all documents are in consonance with the requirements set forth by the Committee. The Selection Committee (SC) shall ensure the authenticity of all documents submitted to the Secretariat. They shall be in-charge of inviting and determining the Board of Judges who shall serve as Adjudicators for the Selection of Outstanding Teachers of Tabaco. Selection Committee (SC) may change or amend the foregoing guidelines and mechanics in the selection of the Outstanding Teachers of Tabaco.

 

SECTION 6. QUALIFICATIONS. Nominees/Applicants must meet the following qualifications:

  • Must be a licensed teacher;
  • Must be teaching in public/private elementary and secondary school/learning centers in Tabaco City;
  • Must have a performance rating of at least very satisfactory for three (3) recent evaluation periods;
  • Must have at least five (5) years of teaching experience on or prior to the date of the nomination;
  • Must be teaching at least four (4) hours a day (twenty (20) hours a week);
  • Must not have been an awardee in other related competitions like Metrobank, TOTAL, Ulirang Guro and others;
  • Must not be found guilty of any decided cases or complaints.

 

 

 

SECTION 7. STAGES AND CRITERIA FOR THE SELECTION OF THE OUTSTANDING TEACHERS.

Stage 1: Portfolio Evaluation

Stage 2: Surprise school visit and validation of performance and personality of candidate

Classroom Teaching                  (50%)

Community Validation               (25%)

 

Stage 3: Interview and on-the spot demo

                        On-the Spot Demo                     (60%)

 

SECTION 8. FUNDING REQUIREMENTS. The City Government of Tabaco shall appropriate the amount of Three Hundred Fifty Thousand Pesos (₱ 350,000.00) for the implementation of this ordinance. This shall be included in the Annual Investment Plan (AIP) and the annual budget of the City.

 

SECTION 9. REPEALING CLAUSE. Any ordinance, order, memorandum, rule and regulation which is inconsistent with the provision of this Ordinance is hereby modified or repealed accordingly.

 

SECTION 14. SEPARABILITY CLAUSE. Should any section, clause, or provision of this Ordinance be declared invalid by a court of competent jurisdiction, it shall not affect the validity of the remaining portions of this Ordinance.

 

SECTION 15.  EFFECTIVITYThis Ordinance shall take effect upon approval.
