City Ordinance No. 015- 2018

AN ORDINANCE AUTHORIZING THE GRANT OF ADDITIONAL SUBSIDY TO QUALIFIED BARANGAY NUTRITION SCHOLARS OF THE CITY OF TABACO.

WHEREAS, this ordinance is designed among others, to ensure the continuity of benefits and incentives which have been availed of by the Barangay Nutrition Scholars (BNS) for already a number of years and to grant additional benefits and incentives so as to motivate them to sustain and, if necessary, improve further their worth, duly  recognizing their performances and services;

WHEREAS, this Ordinance is pursuant to Section 458 (a) (1) (xi) (Powers, Duties, Functions and Compensation) of Republic Act No. 7160;

WHEREAS, Presidential Decree (PD) No. 1569 otherwise known, as “STRENGTHENING THE BARANGAY NUTRITION PROGRAM BY PROVIDING A BARANGAY NUTRITION SCHOLAR IN EVERY BARANGAY, PROVIDING FUNDS THEREFOR, AND FOR OTHER PURPOSES” states that one of the benefits of being a BNS is that they may be provided by the province/city/municipality/barangay either allowances/honoraria;

WHEREAS, the Barangay Nutrition Scholars (BNS) like other barangay workers, are in the frontline in rendering services to the community and as such, are exposed to extreme health risks and hazards and yet, despite these heavy tasks, they only receive a nominal honorarium which cannot even cope up with the rising cost of commodities;

WHEREAS, despite these difficulties, the BNS remain true and committed in the performance of their duties and responsibilities to bring services up to the farthest areas of our City;

WHEREAS, it is high time that the Local Government of Tabaco, in the spirit of justice, give due recognition to the services of the Barangay Nutrition Scholars (BNS) by augmenting their minimal honoraria;

WHEREAS, the funds to be allocated is chargeable against the appropriation for Maintenance and Other Operating Expenses (MOOE) of the Office of the City Mayor General Fund 2018 and thereafter;

WHEREAS, after a thorough deliberation on the matter and finding the request meritorious, it is the consensus of the Sangguniang Panlungsod (SP) of Tabaco to grant said request;

 NOW, THEREFORE, on motion of Hon. Borejon, duly seconded and approved by the body be it

BE IT ORDAINED by the Sangguniang Panlungsod of the City of Tabaco, that:

SECTION 1. Additional benefits to the Barangay Nutrition Scholars (BNS) of the forty seven (47) barangays of the City Of Tabaco is hereby granted effective July 2018 and thereafter;

SECTION 2. The amount of Five Hundred Fifty Nine Thousand Two Hundred Pesos       (₱ 559,200) for the period from July to December 2018, chargeable against any available fund as may be determined upon recommendation of the City Nutrition Action Officer who will submit the list of qualified BNS-beneficiaries.

SECTION 3. The Sangguniang Panlungsod (SP) shall formulate guidelines in the grant of benefits to the Barangay Nutrition Scholars (BNS) in the City of Tabaco beginning Fiscal Year 2019 which shall be embodied in a revised ordinance enacted for this purpose.

SECTION 4. This ordinance shall take effect upon its approval.
